ABSTRACT
This study has attempted an overview of the historical manifestations of the United States aids to Sub-Sahara Africa during Bill Clinton administration. The Clinton years arguably have been judged as the beginning of massive foreign aid to Sub-Sahara Africa by the AGOA Bill regardless of its several shortcomings. The study captured the historical antecedence of U.S. foreign aid in Sub-Sahara Africa. Chapter three also elucidated the nature and operational mode of US foreign aid in Sub-Sahara Africa. Chapter four covered the manifestations and impact of United States foreign aid to Sub Saharan Africa, from 1993 to 2001. The study also covered strictly the activities of Bill Clinton administration and his foreign posture to sub-Sahara Africa.
