TRADE UNIONS AND ORGANIZATIONAL PRODUCTIVITY IN THE NIGERIAN CIVIL SERVICE

ABSTRACT

This study examined trade unions and organizational productivity in the Nigerian civil service: a study of the Association of Senior Civil Servants in Edo State. The method of data analysis used in the study was the percentage and tables, and also the chi-square distribution to test the hypotheses formulated in the study.

From our analysis in the study, the findings from the study shows that the association of senior civil servants of Nigeria has been instrumental in better working conditions for majority of its members; the association of senior civil servants of Nigeria provides welfare services to majority of its members, and the association of senior civil servants do not provide health insurance to majority of its members, the association of senior civil servants of Nigeria has helped secure improved terms and conditions of employment for majority of its members; the association of senior civil servants of Nigeria has made good efforts in ensuring that standards are met in the civil service, and that the association of senior civil servants has helped secured maximum degree of job security for majority of its members. There is a significant relationship between the association of senior civil servants of Nigeria (ASCSN) and the working conditions of senior civil servants in Nigeria, Edo State. This therefore means that the association of senior civil servants of Nigeria (ASCSN) has impacted on the working conditions of majority of its members. There is no relationship between the association of senior civil servants of Nigeria (ASCSN) and the protection of the jobs of senior civil servants. This therefore means that the association of senior civil servants of Nigeria (ASCSN) has not been effective in protecting the jobs of majority of its members.

the findings indicate that performance appraisal is an essential tool for organizational development and that performance appraisal serves as a tool for employees’ performance, and also that performance appraisal is used as an assessment tool for promotional exercise. The research findings also reviewed that performance appraisal is used in assessing employees’ commitment to organizational goals and objectives and that performance appraisal serve as a means for salary increment or distribution of rewards.

Furthermore, it was therefore recommended that there is need for ASCSN to strengthen the relevant dispute resolution mechanism to ensure their efficiency so as to engender a free and fair industrial relations climate to enhance productivity in the service, management and unions need to move work relations towards collaboration / partnership that will lead to deep, robust, constructive and productive social dialogue in arriving at decisions that affect workers terms and conditions of employment directly, for workers to remain united in spirit, workers are advised not to over pursue membership and financial gains at the detriment of workers and trade unions unity and peaceful industrial relations among the ASCSN, and government and the ASCSN should continue to make and implement labour policies in consultation with the representatives of all categories of workers’ unions.
