The research instrument was validated by lecturers in the Department of Educational Foundations, University of Benin, Benin City, Edo State. Data analysis was carried out using tables and simple percentage. Based on this findings, the following recommendations were made: Edo state government should provide instructional materials for junior secondary schools in Oredo local government area, especially ICT facilities; funds should be set aside by the state government to erect and equip language laboratories in schools; English teachers should be encouraged to improvise instructional materials in cases where they are not available; the Parent- Teachers Associations should also make provision for instructional materials; electricity should be provided to enable the use of audio, audiovisuals, computers and projectors while teaching. Also, seminars should be organized to train teachers on how to use ICT facilities, especially projectors.
