SUMMARY

This study is an examination of examine of the impact of the role of SERVICOM in the University of Benin service delivery since 2010-2019. The public sector has been bewildered by insecurity, corruption, marginalization and poor commitment. The diminishing commitment to public sector provides adequate resources for SERVICOM operations and lack of effective Performance Measurement Mechanisms to assess the elements of service delivery of PACC. Lack of understanding of the ideals of SERVICOM resulting in negative perception and apathy to the Initiative and pervasive bureaucratic and administrative constraints undermine the delivery of effective service.

On account of these attitudinal challenges from federal university workers, clientele satisfaction and patronage, revenue generation, public rating and self-sustenance in public institutions rank rather low all over the country. Practically, no public institution has been self-sustaining, but not only that, the low clientele attendance made it increasingly difficult to hold hands-on training for all cadres of academic and non-academic staffs. All of these were further impacting negatively on the overall quality of training, as there are seemingly not enough academic output. Without a good public image, expectedly, revenue generation, infrastructural development and capital investment in the academic sector became a far cry from what is obtained internationally, and what is expected of the country.
