ABSTRACT
This study has explored the role of local vigilante in Edo state with focus from 2016 to 2023. Vigilantism is defined as a sanction entity which in the absence or inefficiency of regular government assumes power to address lawlessness and disorder. The rise of insecurity across Nigeria in recent years has compelled desperate responses from many states, ethnic groups and communities, spawning a new generation of vigilante organizations alongside those that have long existed. For now, any attempt to rein in these organizations will be futile: they are too valuable in fighting crime and maintaining public safety in places where the police cannot do either. The analysis of the role of local vigilante in Edo state from 2016 to 2023 reveal a significant evolvement in their functions adapting to the changing socio-economic and political landscape of the state.it will be recalled in 2016 Governor Godwin Obaseki established the ministry of public security and safety as part of his administration commitment to ensuring peace and stability. As part of this ministry the Edo state vigilante Network was included. Between this period, local vigilante have evolve from mere crime prevention and gathering information for appropriate authorities. They have also become involved in promoting empowerment and community togetherness, acting as middlemen in communal issues, settling disagreement before they turn into criminal activities, organizing social and recreational activities such as sports events, cultural 73 campaign and community clean-up programs. Their roles have also adapted to changing socioeconomic and political landscape of the state. In 2020, the COVID 19 led to restrictions to curb it's spread and the local vigilante groups played a crucial role in enforcing these restrictions by limiting movement, conducting searches, and apprehending suspected criminals, particularly during late hours, as mandated by the state government. Local viewpoints on the role of vigilante organizations in Edo State provide insightful information about the advantages, disadvantages, and efficacy of these groups. The general well-being of people living in Edo State is greatly impacted by the existence and actions of neighbourhood vigilante organizations. Their roles have enable them to fill gaps in security coverage and provide timely assistance to law enforcement when needed. Their role have offered important services in combating abduction, fending off herdsman, robberies and cultism. While some locals see vigilante organizations as vital community protectors. The state government have said the group's have been of immense assistance to federal security agencies, often die to their knowledge of the terrain. Vigilante groups are seen by many as an essential supplementary to official law enforcement, acting as a visible presence in neighbourhoods, discouraging criminal activity, and promptly addressing security problems. Locals value the vigilante groups' deep understanding of the dynamics of the area and their capacity to galvanize support for initiatives aimed at preventing crime. 74 Furthermore, by bridging the gap between communities and law enforcement, vigilante organizations frequently promote mutual respect, trust, and cooperation. Vigilante groups are seen by many as an essential adjunct to official law enforcement, acting as a visible presence in neighbourhoods, discouraging criminal activity, and promptly addressing security problems. Locals value the vigilante groups' deep understanding of the dynamics of the area and their capacity to galvanize support for initiatives aimed at preventing crime. Furthermore, by bridging the gap between communities and law enforcement, vigilante organizations frequently promote mutual respect, trust, and co-operation. Locals, however, do have concerns about the professionalism and accountability of vigilante organizations. Reports of wrongdoing, power abuse, and human rights breaches have surfaced, casting doubt on legal standards and supervisory procedures. Some locals worry that vigilantism could spark more vigilantism, escalating hostilities and weakening the rule of law. Local vigilante have battled challenges that undermine their effectiveness. Lack of adequate and effective equipment particularly firearms with vigilante carrying no gun larger than single shot game hunting rifles. Inadequate funding, social mistrust, weak leadership, suspicious and hostile relationship between the local vigilante and law enforcement agency, human right violation, unaccountability and feeble training program have pose challenges to the role of local vigilantes in Edo state. 75 Vigilante groups have played a formidable role in addressing the gaps left open by the absence or inadequate presence of security operatives. Given this gap, it is imperative to include vigilante groups in the security infrastructure and to seek ways to institutionalize them within the local security estate. In the foreseeable future, there is a more compelling need for policy responses to address the concerns it has raised, for strategies to curb the groups’ proliferation and for plans to improve the local vigilantes in the long term so that, eventually, the state can have more ways together absorb these groups into its own security apparatus or phase out the partnerships. The federal and state governments should work together to properly regulate, hold accountable and, where appropriate, support vigilante groups in their efforts to curb insecurity.
