ABSTRACT

In contemporary society, sport is one of the biggest mode of entertainment; and the game of football is one of the most popular sport. Football (or soccer) is an outdoor sport which involves two (2) teams of eleven (11) players aside. The game of football has a long history but it was introduced in Nigeria 1950. The game has developed in Nigeria such that it has broad-based participation: age, gender, and regional. Yet the game needs to be developed with government and private sectors getting involved. This is where Berlin’s idea of negative freedom (that citizens need to have the opportunity to showcase their football skills/talents) comes in. Accordingly, this work analyzes the role government and private sector has and should play in football development in Nigeria, using the two concept of freedom as a guide into giving it a philosophical outlook that is Isaiah Berlin two concepts of freedom with keen interest. The work simply adopts the analytical methodology which is the hallmark of theoretical research. Hence the work discovers that successive governments have not shown enviable/practical efforts to raise the game of football. Consequently, the work concludes that while the game remains one of the basic unifying force in Nigeria, the game needs to be revamped in the country. Hence it is suggested that the private sector be more actively coopted into the effort to raise the game in Nigeria.
