ABSTRACT
This study assesses the implementation of the Universal Basic Education (UBE) programme in public junior secondary schools in Oredo Local Government Area, Edo State. Five research questions were raised to guide the study. A review of related literature was carried out in other to discuss concepts related to the study as contained in literature. This was undertaken under six sub-headings: Theoretical framework, concept of UBE programme, concept of implementation, constraints to implementation of UBE programme, the role of head-teachers and teachers in the implementation of UBE programme. Also, a summary of the reviewed literature was discussed.
A descriptive survey research design was adopted for the study. The population comprised of 286 teachers in the fourteen (14) public juniour secondary schools in Oredo local government area, from which a sample of 114 was selected using the simple random sampling method. Data was collected using a structured questionnaire titled “Assessment of the implementation of the UBE programme in public junior secondary schools in Oredo Local Government Area of Edo State. Data collected was analyzed and results presented. The study further shows that; Infrastructural facilities such as classrooms were inadequate both in number and dimension; water closet (WC) toilets and furniture were inadequate for the implementation of UBE programme in public junior secondary schools in Oredo LGA., Edo State.
It was recommended amongst others that; the Edo State government should strive to improve and make available instructional materials, infrastructures and funds needed to make the UBE achieve the purpose for which it was created. And The Edo State Ministry of Education should ensure that proper supervision and monitoring are carried out in public junior secondary schools in other to ensure strict to the UBE guidelines.
