ABSTRACT
The circular distributed to all border security agencies on August 20, 2019, which followed the recent policy of Nigeria's government to close borders with its close neighbors, Benin Republic, Cameroon, and Niger Republic, has had a number of benefits on the one hand, and a number of drawbacks on the other. People who live close to border communities rely heavily on cross-border trade to survive. Therefore, those who live close to borders will experience hardship and difficulty as a result of the border closure. On the other hand, the Nigerian government asserted that sealing its borders had many advantages and was necessary for security reasons, which would guarantee Nigeria's prosperity and economic growth. The qualitative method of secondary sources is used in the paper to present and analyze the data. According to the paper's conclusions, the policy of border restriction caused the unemployment of over a million individuals in Nigeria. However, the study found that while Benin Republic imported rice worth US$ 996 million in 2018, 98.2% of that rice was smuggled into Nigeria and then exported there without paying customs duties to the Nigerian government. Nigeria's decision to close its borders is therefore justified in order to stop this sabotage. The study consequently suggested that the government refrain from allowing any of Nigeria's rice cropland to be exported to any of its neighbors. and that before closing its land borders, the government should give border people, particularly those who engage in cross-border trade, access to alternative employment.
