TEACHING MANPOWER ADEQUACY, UTILIZATION AND INTERNAL EFFICIENCY IN PUBLIC SENIOR SECONDARY SCHOOLS IN OYO STATE

ABSTRACT

The study investigated teaching manpower adequacy, utilization and internal efficiency of public Senior Secondary Schools in Oyo State. It aimed at finding out the level of teaching manpower adequacy and utilization and if any relationship exists between it and the internal efficiency of the schools. Ten research questions were raised, five of which were answered and five hypothesized and tested at 0.05 level of significance. This study was a descriptive survey and it adopted the correlational research design. The population for the study comprised 567 public Senior Secondary Schools in Oyo State. The multistage sampling procedure was used to draw a sample of 40 schools. The instrument used for the study was the Teaching Manpower Adequacy, Utilization and Internal Efficiency Checklist (TMAUIEC). The data collected were analysed using ratio, mean, percentage, graph and reconstructed cohort method for the research questions while t-test of significance and Pearson’s Product Moment Correlation Statistic were used to test the hypotheses at 0.05 level of significance. The findings established that the level of adequacy of teaching manpower in the public Senior Secondary Schools in Oyo State is high and also that their level of utilization is moderate. Furthermore, it was revealed that the public Senior Secondary Schools are not internally efficient while there is no significant xiii relationship between teaching manpower adequacy and internal efficiency, teaching manpower utilization and internal efficiency of public Senior Secondary Schools in Oyo state. Based on the findings, the researcher recommended that training, study leave opportunities, fringe benefits which serve as motivation for teachers should be made available to them by the government to reduce attrition which will maintain the level of adequacy of teachers, workshops and seminars can be used to enhance the professional competence of teachers to further improve on their level of utilization. It was also recommended that government should create a conducive school environment to further attract and retain students in schools, which will improve the level of internal efficiency of the schools and the mode of entry of students into the senior secondary schools should be modified to enable schools admit students who can cope with the activities of the school to ease the student flow from one class to another
