ABSTRACT
The importance of citizen participation in governance cannot be overemphasized. The proliferation of Information Communication Technology has opened a new frontier where the government and the governed are able to engage each other, thereby making the process of governance more productive. Despite the necessity of ICT in enhancing participatory governance, its utilization may be futile if modalities necessary for its success is absent. This study therefore sought to investigate the impact of ICT on citizens’ participatory governance in Nigeria using Ovia North-East Local Government Area as a reference. The study formulated two aims as a guide to the study. An exploratory survey research design was adopted in conducting the research. The population of the study comprised of all individuals residing in Ovia North-East Local Government Area. A sample of 75 residents and government officials each were selected, making a total of 150 respondents. A structured questionnaire was used as instrument for data collection. Data collected were analyzed in accordance with the aims of the study.
Results indicated that the internet served as the major tool utilized by residents in the process of participating in governance. The benefits of participatory governance were listed to include ability to communicate views and concerns, however it was indicated that power supply is a major barrier to its effectiveness. In spite of ICT’s contribution to participatory governance, it was reported that its contribution to community development is low. Finally, it was indicated that government’s capacity towards e-participation in the area is low. As a follow up to the findings, the study recommended that residents, especially those in the area should be educated on the need to engage government through ICT and government should increase the drive for citizens’ participation in governance by creating enabling environment which enhances capability-building in ICT.
