ABSTRACT
A range of studies have highlighted the low availability and utilization of ICT facilities in Nigerian universities, including the University of Benin. Akuegwu (2011) and Yushau (2018) both found that while some ICT facilities are available, their utilization for educational purposes is limited. J-T (2015) and Victor (2017) further emphasized the need for improved provision and utilization of ICT facilities, particularly internet connectivity and computer training, to enhance the quality of teaching and learning. These findings underscore the importance of a comprehensive situation analysis of ICT facilities at the University of Benin to identify specific areas for improvement. The study adopted a descriptive survey research design. The population for this study consists of all UNIBEN students but for the purpose of this study the sample size that was used consist of 154 students which is 0.2% of the population. Questionnaire was used to collect information from the respondents and was titled: Situation Analysis of Information and Communication Technology Facilities (SAICTF). The findings revealed that the use of ICT facilities in UNIBEN as benefited the institution, poor funding, lack of infrastructure, lack of prioritization of investments of management, lack of investment in ICTs, poor maintenance culture and low ICT literacy by staff are some of the constraints to effective utilization of ICT in UNIBEN.
