SERVICE COMPACT (SERVICOM) AND SERVICE DELIVERY IN NIGERIA: A CASE STUDY OF THE UNIVERSITY OF BENIN

ABSTRACT

The increasing desire of the public for efficiency and optimum productivity by public servants both in the federal, state and local government levels, has renewed researchers’ interests in assessing the performance of bodies that have been saddled with the responsibility of ensuring that public servants perform their duties in accordance with the laid down rules and regulations guiding the public service. This study examined SERVICOM (Service Compact with all Nigerians) and service delivery in Nigeria with particular interest in the University of Benin, Benin City, Nigeria which is one of the public institutions which have adopted SERVICOM. A total of two hundred and twenty (220) questionnaires that were completed according to specification and returned by both academic and nonacademic staff of the University, were analyzed. The research data were analyzed using descriptive statistics such as frequency tables, percentage analysis, chi-square and spearman’s rank correlation coefficient. Findings from the analysis and interpretation of the data obtained revealed that a relationship exists between SERVICOM and service delivery, and SERVICOM has significant effect on service delivery in Nigeria. Some of the findings from the field study however revealed that the level of cooperation between public servants and SERVICOM personnel has been anything but impressive, budgetary allocations to the SERVICOM unit has been grossly insufficient , and there is dearth in personnel strength in the SERVICOM unit. Some policy recommendations were thereafter made to include: Public servants and SERVICOM personnel should be given proper orientation to see themselves as partners in progress and not as antagonists, budgetary allocations to the SERVICOM unit should be increased by the federal government, and the personnel strength of the SERVICOM unit should be increased considerably.
