ABSTRACT

Boko Haram is a socio-political disorder that has become detrimental to the national security system and global economy. Acts of violence have increased over the years since July, 2009 outbreak between the sect and the Nigeria security forces. Since then, Nigeria have been suspected as pro-terrorist countries, possible haven for the terrorist and prone to Boko Haram attack. This research argues that Boko Haram poses enormous threats to the security democracy, national integration, political stability, economic development and human security of the Nigeria government and people. It submits that the country is not presently a hub of terrorism but is a fertile ground for breeding terrorist networks through trans-national criminal networks, small arms proliferation, and illegal natural resource transfer. It traces the root of Boko Haram violence in the country to bad governance, political motivation, religious fanaticism and ignorance of other religions. This research examines various questions regarding Boko Haram violence in Nigeria. The questions are: what factors precipitates Boko Haram violence and how does it thrive? Is Boko Haram a new phenomenon in Nigeria? Does Nigeria create a fertile haven for terror and or terrorism? Is the threat of Boko Haram in Nigeria real or perceived? The research submits that Nigeria is prone to religious violence either intra or inter-religious violence. The research examines that theoretical and practical justification and the limit of good governance and collective security in the fight against terrorism. It posits that Nigeria has robust governance mechanism for preventing security threat but a relatively underdeveloped security in the fight against terrorism. The research also argued that Boko Haram is not new in Nigeria and that conditions which supports the development and growth of terrorism is patiently manifested in the country. The paper therefore concluded that the condition for the elimination of terrorism must be created by the Nigerian state such as preservation of popular democracy, equal allocation of resources, youth employment, good administrative infrastructure and improved security system.
