ABSTRACT 

The sustenance of every democracy depends on the preservation of justice, which is usually measured by the level of confidence reposed in law enforcement agencies and the court system, by the citizenry. However, the average Nigerian views justice as impracticable, owing to the inadequacies of the criminal justice system over the years. Shoddy investigations, corruption and inefficiency are just a few factors to which the plethora of unresolved murders and wrongful convictions are attributable. Paradoxically, the interest of justice is thwarted by the shortcomings of the very custodians of the law, which are saddled with the responsibility of its protection. As the prosecution of crimes originates from the law enforcement agencies, much of the blame has rightly been placed on them. The Police in particular, is at the forefront of criminal prosecution as it is responsible for charging offenders and investigating alleged or suspected criminal activities. This role of investigation is pivotal in gathering prosecutorial evidence to be adduced in the proof of the accused’s guilt. It has therefore been a matter of unreserved concern that such investigative procedures are seldom carried out or done haphazardly, with little or no application of requisite technical expertise.
