ABSTRACT
This study investigated recruitment and capacity building in the Nigeria Civil Service: A case study of Oredo Local Government Area of Edo State. This study explored the survey design, using questionnaire as instrument of data collection. The study adopted a sample of 180 respondents. The data was anlsed using simple percentage and chi-square. The result revealed that selection and capacity building of administrative staf s into the state civil service is always based on merit. Selection and capacity building of administrative staf into the state civil service is greatly influenced by external factors. Selection and capacity building of administrative staf into the state civil service is always based on federal character principle. The study recommended that the Civil Service should introduce appropriate policy to motivate the staf s in order to increase productivity. Such policy should include training and other incentives that will improve performance. In the light of the above, the researcher would also wish to recommend that the employment exercise should be managed by qualified and competent staf s who are result oriented. That is personnel specialist. It is observed that federal character principles on recruitment and selection process is counterproductive and as such be discharged and replaced with a policy aimed at encouraging the higher productivity and selection. However, is the recommendations are carefully studied and developed, the civil service will be in a position to improve on.
