PUBLIC POLICY IMPLEMENTATION ON ROADS FOR COMMMUNITY DEVELOPMENT IN EDO STATE, NIGERIA: A CASE STUDY OF OREDO LOCAL GOVERNMENT AREA

ABSTRACT

The study was designed to examine public policy implementation on roads for commmunity development in Edo State, Nigeria: A case study of Oredo Local Government Area. The objectives of the study include the following: to examine the various strategies in the implementation of public policies on road constructions for community development in Oredo Local Government Area, to investigate if there are monitoring bodies involve in the supervision of public roads for community development in Oredo Local Government Area, to ascertain if the grassroots (the people) are involve in the policy implementation process on road construction for community development in Oredo Local Government Area, to highlight the challenges faced in the implementation process of roads construction for community development in Oredo Local Government Area and give possible solutions to the challenges faced in the implementation process of roads construction for community development in Oredo Local Government Area. The study adopted survey research design. The population of the study covers Oredo Local Government Area of Edo State. It has an area of 249 km2 and a projected population of 553, 300 as at 2022 (estimated National Population Census). The sample size for the study will focus on ten (10) wards out of the twelve (12) wards in the local government which include Uzebu ward, Ogbe ward, GRA/Etete ward, Oredo ward, Ikpema/Eguadase ward, New Benin I ward, New Benin II ward, Unueru/Ogboka ward, Ogbelaka/Nekpenekpen ward and Ibiwe/Iwegie/Ugbague ward. The Taro Yamane sampling size technique would have been best for this study, but due to the large population size of the study, the aforementioned technique become limited, hence the study adopted the percentaging technique. Furthermore, the Multi-stage sampling techniques was used in selecting the respondent in the local government especially those that have direct bearing with the impact of road construction to community development within the context of Oredo Local Government Area, Edo State. The instrument used for the collection of data was the questionnaire which was administered to the study sampled respondents. The data collected were presented quantitatively using simple frequency tables, percentages and the hypotheses was tested with the Pearson Correlation Coefficient (r) via the use of the statistical package for the social sciences (SPSS) version 22. The study discovered amongst others that there exist a significant relationship between strategies in policy implementation and road construction for community development in Oredo Local Government Area. The study further recommends amongst others that government should take proactive steps to ensuring that policies on infrastructural projects like roads are implemented and also sustainable.
