ABSTRACT
This was carried out on “policy formulation and implementation”. A case study of Universal Basic Education. The objectives of this study were to determine the problems associated with policy formulation and implementation in Nigeria, determine if finances affect implementation of UBE policy in Nigeria. analyze how planning affect in policy formulation and implementation in Nigeria., proffer solution to the problems that would be identify in the course of the study. Four well-structured research questions were formulated and were administered to the respondents to collect response from them The respondents were selected from the population of 150 and a sample size of 50 respondents were selected using purposive sampling techniques. The methods used in collecting data were use of questionnaires, interviews and contents analysis and internet searches. The research finding revealed that the aspect of policy making, due to hindrance and giving leadership position to nonacademia and unqualified people it as actually been poor making programmes that can ameliorate universal introductory education in Nigeria. Poor backing, structure, planning and corruption was also determined as factor of challenges affecting perpetration of UBE programmes in Nigeria. numerous estimable educational programme, systems and action have failed substantially because of the school teacher factor.
