ABSTRACT

The study is about Public Assessment of the Economic Empowerment Programmes of Delta State Government between 2007 and 2015 with Dr. Emmanuel Eweta Uduaghan as the governor. The main objective of this study is proper assessment of the economic empowerment programmes of the government of Dr. Emmanuel Uduaghan in order to ascertain their impact on the living standard of those who benefited from the programmes and the socio-economic impact on the general public. In order to elicit answers to the research study, six questions and seven hypotheses were raised and advanced respectively. Related literature were reviewed in order to create solid foundation for the study.

The researcher adopted the survey design for this research study. Total population sample of 200 respondents were drawn from the 3 senatorial districts of Delta state out of which 80 represented the recipients or beneficiaries of the economic empowerment programmes of the state government. To select the 200 respondents, the researcher adopted the cluster sampling and random techniques. Each senatorial district represented a cluster. The researcher used questionnaires to gather data for this research. The data analysis was based on interpretation of frequency tables generated from responses to the questionnaires. The findings revealed that the economic empowerment programmes were actually initiated and implemented resulting to small scale businesses all over the state and improved standard of living especially among the beneficiaries. The youths were not adequately incorporated into the programme. The rural dwellers benefitted very little from the programmes. The contribution of the study to knowledge is the fact that the people when positively motivated can help solve societal problems.

The research study recommends that government should sustain the economic empowerment of the people. More youths should be targeted to disengage them from criminal activities. The execution of economic empowerment programmes for the well-being of the people requires sincerity and transparency on the part of the government on one hand and the co-operation of the people on the other hand. This will make such programmes succeed in bringing about socio-economic development of the state.
