Abstract
There are studies that consider intra-state heterogeneity in personnel transition behaviour due to latent factors in the literature. None of the studies has captured any specific latent factor or combination of specific latent factors which influence the within category transition differences in a manpower model. Hence, fuzzy logic and fuzzy reasoning are combined with theory of Markov system to propose a model for Non-Homogeneous Markov fuzzy manpower system.
To achieve this, a Non-Homogeneous Markov model which takes into account theory of fuzzy sets is proposed to deal with the problem of vagueness associated with gradual transition of the members between the crisp states of the system, and to incorporate key personality traits which influence employees within a homogeneous category to behave in different ways.
