SUMMARY
Foreign policy encompasses more than just the objectives a country seeks to achieve abroad. It also includes the principles that motivates those goals and the methods or tools employed to achieve them. Foreign policies have always been a strength through which the country's domestic policies can be achieved. The progress and retrogression of a country solely depends on its its foreign policy strategy. Obasanjo's 1999 administration clearly and evidently showed these facts as true.
