ABSTRACT

The Niger Delta is a region in Nigeria rich in oil and natural gas reserves and is the source of over 75 percent of Nigeria's petroleum production and exports. Additionally, it has been the site of significant social and political unrest over the past few decades as many people in the region has demanded greater control over their land and resources as well as more equitable distribution of the wealth generated by the oil industry. The issue of resource control is a matter of great import to all stakeholders in the region. Historically, the Nigerian federal government has had exclusive control over the country's oil and gas resources including those in the Niger Delta; the revenue generated from oil production has been largely managed by the federal government with only a fraction allocated to the Niger Delta region for development purposes. Said fraction that has been allocated to the region cannot properly address the litany of problems engulfing the Niger Delta region.
