ABSTRACT

This study examined the roots of local government in Nigeria, focusing on Ikpoba Okha in Benin City, Edo State. The concept of local government, its functions, and its creation were examined in this study. The essay covered the history, expansion, and development of the Ikpoba Okha local government and local government service delivery aspects. The purpose of local governments around the world is to provide effective and efficient social services to the local people, but most local governments in Nigeria have not fulfilled their constitutional functions in terms of effective and efficient service delivery at the local level due to inadequate finance, corruption, undue political interference, and so on. Therefore, the paper provided a measure to reduce corruption. Solutions for Nigerian local government issues are not new. Honest execution of system stakeholders' many solutions is the underlying issue. One way to make the local government system truly autonomous in the spirit of Federalism is to empower it with a well-structured administration and financial autonomy through the law. The constitution should be amended to recognize local governments' power by granting them full freedom to operate, which must be well guaranteed and adequately protected, while the state may exercise its authority and remain a watchdog over local government activities. The local government council should operate a separate account from the state, and the state should be independent.
