ABSTRACT
This study is an assessment of integrated personnel and payroll information system (IPPIS) policy in some selected Federal Establishments at Edo State. Its objective is to evaluate the degree of attainment of the payroll policy in the prompt and direct payment of salary to employees in the selected Federal Establishments, elimination of payroll fraud, storage of personnel record and enhancing manpower planning. After fifteen years of implementation, there are some touted claims and counter claims of its efficiency and effectiveness, hence this study evaluated the policy against the objectives using some federal establishments at Edo State. Primary and secondary sources of data were utilized in the study. The population of the study includes the total number of staff of the Federal Unity Schools in Edo state which comprises Federal Government Girls College, Benin, Federal Science and Technical College Uromi, and Federal Government College, Ibillo, the staff of Federal Ministry of Works and Housing, and Federal Ministry of Agriculture and Rural Development, Edo State. The population is 800.Due to the total population size, 50% of the population was used for sampling size which amounted to 400 staff. The study discovered amongst others that IPPIS has achieved the prompt payment of salaries into workers individual account without delay, it has also achieved adequate storage of personnel records for administrative and pension process in Nigeria public service, and the payroll fraud has been reduced but not eliminated. The study concludes that the IPPIS has recorded a high degree of success in the policy objectives. The researcher therefore recommends amongst others that the IPPIS office should be established at all the Federal Establishments for easy access by staff. And also the responsibility of IPPIS staff should be rotational to reduce any opportunity for fraudulent activities.
