ABSTRACT

When the hashtag #EndSARS started trending on social media in 2017, the anti-SARS movement gathered steam. When Nigerians, especially the young, started talking to SARS officers about their terrifying experiences, the problem became widely known. There were planned demonstrations and lobbying campaigns, but the government's early reactions were frequently contemptuous, which fueled further unrest. After a young man was allegedly shot and murdered by SARS officers in Ughelli, Delta State, in October 2020, the protests received unheard-of traction. The ensuing indignation led to large demonstrations throughout Nigeria, with youths occupying the streets of major cities such as Lagos, Abuja, and Port Harcourt.

Beyond the dissolution of SARS, the demonstrators demanded responsibility for law enforcement officials who committed abuses, fundamental police reform, and justice for victims of police brutality. The youth's tenacity during the protests was evident as they used social media to rally support, planned nonviolent rallies, and offered victims legal assistance. The October 20, 2020, incident at the Lekki Toll Gate was one of the most important turning points in the EndSARS demonstrations. 4 Although the promise of police reform and the dissolution of SARS were heralded as significant developments, the real progress has been inconsistent and sluggish. Critics contend that when it comes to tackling the underlying causes of police violence and corruption in the security services, the government's actions have fallen short of its words. Another step forward was the creation of judicial panels of inquiry to look into cases of police brutality and violations of human rights. These committees have, however, encountered many difficulties, such as claims of insufficient money, lack of openness, and delays. Many have been frustrated by the sluggish investigations and lack of accountability for those who violate human rights.
