SUMMARY

This research work examined Art, Festival and Culture as an instruments of diplomacy and  state craft. It is informed by the need to expand the frontiers of knowledge on diplomatic studies and practices. It observes that art exhibition and cultural festivals are rich in opportunities for intergovernmental relations. They provide good platform for off and on camera discussions, negotiations and bargaining among states. In 1977, the Nigerian Festival of Arts and Culture was one of such opportunities. Thus, this study finds it pertinent to explore the diplomatic opportunities inherent in Art and Culture that Nigeria must exploit in the future in her relation with the rest of the world.

       In chapter two, an attempt was made to analyze the different arts of Africa and their origins. It shows the unity in diversity of Africans and the rich cultural heritage of its people. It also highlights one of the greatest known festivals ever held in Africa which was known as the Festival of Arts and Culture 1977. The study is anchored on the usefulness of art and culture in Africa and Nigeria precisely, and the importance of the Festival of Arts and Culture in Nigeria.

        In chapter three, the importance of art and culture is discussed and deliberated upon. Art as an instrument of state craft is essential to a state as a weapon is to a soldier. Art can be used as a diplomatic tool, an economic strategy, a political instrument depending on the issue at hand. The chapter four provides a detailed analysis of the challenges faced with Art and Culture as an institute of statecraft and diplomacy with the deteriorating art sector in view. The challenges includes: Lack of government contribution to art, Nigeria’s fast eroding culture and tradition, Art Educational  Sector, Social vices, Peace and Stability as a Myth, and Brain Drain. These amongst others are the challenges faced with art thriving as a diplomatic tool.
