ABSTRACT
The Nigerian state is battling with several challenges in this fourth republic. The mother that gave birth to them all is failure to fulfill campaign promises by the political parties in this fourth republic contrary to what was the case in the Second republic. Hence, this research work was carried out in such a time as this to bring to the fore front how expedient manifesto is to both political parties and the electorates as well as the attitudes of the political parties in the second and fourth republic towards fulfilling manifestoes. The research clearly shown that while the parties of the second republic fulfilled their campaign promises, the political parties of the fourth republic use their campaign promise as pooling tool only, but failed to use it as guiding tool when they gained power of the state. To overcome this great challenge, the research after collecting and analyzing data, gave some salient points ranging from responsive and value-oriented leadership, vibrant and pro-active mass media to symbiotic state-citizen and responsible family foundation as the way out.
