ABSTRACT
The study examined the factors hindering effective e-learning programme in Nigerian schools during the COVID-19 global challenge as perceived by educational managers in the University of Benin. It considered factors such as, availability of ICT facilities, access by learners to e-learning, utilisation of ICT facilities, power supply and digital policies as it hinders e-learning programme.To guide this study, five research questions were raised.
The population of the study is 1,779 academic staff drawn from 13 faculties. A sample of 178 was taken which was based on 10% of the population. 178 questionnaires were administered and retrieved and used for the analysis. One instrument was used and data were collected through a structured questionnaire titled “Factors Hindering Effective E-learning Programme in Nigerian Schools Questionnaire (FHEPNSQ)”. The questionnaire was structured based on the research questions. The analysis was done using frequencies, percentages and mean.
Findings from the analysis revealed that there is a non availability of ICT facilities, lack of access by learners to e-learning programme, improper utilization of available ICT facilities by teachers, irregular and inadequate power supply and lack of implementation of digital policies. Based on the findings, it was recommended that ICT facilities should be made availability, education managers should create a platform for learners to have continuous access to ICT facilities,proper utilization of available e-learning facilities should be encouraged. Stakeholders in the education sector should endeavour to make sure that regular and adequate power supply is put in place in a bid to facilitate e-learning programmes in universities. Education stakeholders in the e-learning sector should be properly informed in the national policy of education so as to facilitate effective and proper implementation of digital policies in universities.
