Summary

The study evaluated the implementation of Universal Basic Education in Obio/Akpor Local Government Area of Rivers State. The main purpose of this study is to evaluate the implementation of the Universal Basic Education in Obio/Akpor Local Government Arear of Rivers State and find out if Infrastructures/facilities such as classrooms, libraries, laboratories, workshops, playfield e.t.c are available and adequate for the attainment of the set objective. The Quality of teachers in any education programme and in the UBE programme cannot be over-stressed, the success or failure of it will depend upon teachers. Another purpose of the study is to determine if School enrolment has improved significantly after in the Post UBE programme.

The population of this study was all the 43 public primary schools in Obio Akpor Local Government Area of Rivers State. Simple Random Sampling Technique was used to sample Local Government Areas (LGAs) based on location. This sample is fifty percent (50%) of the Number of schools in the Local Government Area. The CIPP model was the evaluation model used for the study. Related literature were reviewed under some headings such as, concept of program evaluation, conceptual framework of the study, concept of universal basic education in Nigeria, problems facing universal basic education in Nigeria, Implementation of Universal Basic Education component in Rivers state and monitoring and evaluation of the UBE Program.

Survey research design was used for the study. The physical facilities checklist, cumulative record and questionnaire was the instrument used for this study.

The questionnaire was validated by three experts in measurement and evaluation. From the analysis of data in chapter four was done using the descriptive statistics of frequency counts and mean percentages in providing answers to the questions raised to guide the study, using a benchmark of 50% yes for the required standard to be met, the findings are as follows:

  1. It established that there are qualified teachers currently implementing the UBE programme
  2. It established that classroom room blocks and playground are not sufficient because laboratory facilities, computers, libraries, workshops, charts in most schools are highly inadequate for the implementation of the UBE objectives.
  3. It established that there is an increase in school enrolment year on year.
  4. It established that there is a regular monitoring of schools by Rivers State Universal Basic Education Board.
  5. It established that there is adequate number of teachers in the program as student Teacher ratio of 1:51 is below UBE minimum standard.
