ABSTRACT
The advent of internets and other electronics related devices have become the dominate means through which an individual or organization can reach out to one person, or a group of persons, or the entire globe, just by a tap of a button. Many government organizations have since keyed into this phenomena. This give rise to the use of such prefix as E which implies Electronic, to carry out governmental functions in organizations, this has given prominent place for its adoption and its use. This research work examines the issues in implementing egovernance in Nigeria public sectors. The objective is to determine whether efficiency, effectiveness, low cost of administrative services, accountability and transparency in Nigeria public sectors are functions of e-governance implementation. In the literature review, the study examined evolution of egovernance, e-governance world overview, development of e-governance in the Nigeria public sector organizations features of e-governance, rational for egovernance, e-governance objectives, scope, e-governance vs e-government models, phases, implementation with particular reference to antecedents of its emergency in Nigeria, the origin and functions of National Examination Council (NECO), values guiding the National Examination Council and core issues stalling its implementation etc. This study adopted the Easton’s system Theory as theoretical framework for analysis. The research design adopted for this research work is the survey method. The research utilized both the primary and secondary sources of data. This study used the entire staff of NECO, Edo State Office as the population and also used the stratified Sampling Technique to get a sample size of 130() were responses were gotten through distribution and administration of a well-structured questionnaire. While the simple percentage was deployed in analyzing and testing basic assumption with a view to verifying the extent of relationship between the variables. The summary of findings is that, intermittent power supply and lack of committed and dedicated management are the major issues confronting E-governance implementation in virtually all Nigeria public sectors. Hence, it is recommended that an improved stable power supply with dedicated and committed management can help to achieve the goals of electronic governance.
