ABSTRACT

Nigeria has recorded some 73 years in the exercise of conducting elections, and in a fundamental sense has used the same method of voting and counting ballots. It defies all logic to continue to do the same thing, following the same path and almost under similar constraints all these years and yet at every election year we expect different result. So time has come that the paper based primordial voting system which has proven itself an inefficient and slow procedure is changed immediately. The independent national electoral commission (INEC), a body that is responsible for election activities in Nigeria underwent a reform and decided to introduce electronic voting system and it compiled an electronic voter register in 2002 which was discarded due to in consistencies. Currently in 2011 another electronic voter registration was carried out and their plans are to have a central database of the entire voter registered in the country at the INEC headquarters which can be access through the wide area network. But voting and counting of votes is still a manual process. In this research work, we propose a web based application (internet voting) solution that will enable voter to vote via internet. In this system which will have all the feature of the manual process of voting, the voter will select his/her preferable candidate by providing his or her opinion on touch screen where all candidates’ voting sign is displayed. It is assumed that INEC already has voter database and network servers. These network servers shall be used for sending the votes from client to the main database. This application is meant to correct some of the problems of manual voting such as snatching of ballot papers, stamping on two or more signs mistakenly, late arriver of ballot paper and rigging. It will also reduce the high amount government and INEC used in procuring ballot papers and boxes.
