It is therefore saying the obvious that Boko Haram is a terrorist organization. Since boko haram is an insurgency group there’s need for counter insurgency in order to end their illegal activities. Insurgency can be defined as a rebellion by a group of persons against a legitimate leader or government while counter insurgency is the actions taken by the government to counter insurgency or the activities of guerilla warfare or subversion1.
To effectively respond to the Boko Haram uprising, the Nigerian state should adopt some of these measures: poverty alleviation programs, communities should be given the power to monitor their own security and develop a strong relayer with the security service, anti- terrorism laws are to be strengthened and enforced and offenders must be persecuted irrespective of their position or who they are or related to, Nigeria state should upgrade the operational and the logical tools of the security apparatus and to boost the intellectual, Nigeria state should enter into multinational agreement or anti-terrorism with other countries, eliminating of every all private, ethnic and political militias and ensure comprehensive de-mobilisation, rehabilitation and reintegration of these
militates2.
