ABSTRACT

This research is limited to investigating the effect of ineffective implementation of personnel policies with the university of Benin Health Center, Ugbowo, Benin City, Edo State as a case study. It targeted at investigating certain important personnel ineffectiveness in performing their duties as well as to improve the implementation of adequate personnel policies which can guarantee better job productivity. Noting the significant effort which personnel policy have on the overall efficiency of many organizations, this research work is important to both the personnel, the management as well as individuals whom these services are being rendered to. Furthermore, the outcome of this research is expected to help modern managers in their policy formulation and implementation process with a view to achieve service efficiency towards the attainment of set objectives. Lack of a standard public personnel policy will see arise in the in effectiveness of personnels, which leads us to the need for these policies. A sample size of hundred (200) staff which consists of the entire population from both campuses were used for this study. The sampling technique adopted in this study is the judgement sampling. Judgement sampling is a non-probability sampling technique.The findings were made in respect of the staff remuneration, the present level payment does not seem encouraging. The problem with policy is associated with policy is associated with its formulation and implementation. There is the problem associated with overseas training programmes. The available welfare services at the institute is not adequate and therefore need improvement. Corruption has a significant contributionon policy implementation in UBTH Health care Services. The following recommendations have been put forward. Corruption in the policy implementation process canbe stopped by strict monitoring of programs and projects. The government shouldalways provide adequate funds for the smooth running of policy implementation, which is beneficial to all.Poor policy implementation programs can be put to an end by supervising any program or project been carried out in University Of Benin's Health Center and also ensure due process and necessary measures are been followed in preparing policy implementation programs.
