ABSTRACT
The challenges of poor land and housing management can hinder any local authority, state/region or country from achieving meaningful socio-economical improvement through sustainable development. The current inadequate land and housing management systems has enabled so many issues such as fraud, corruption, loss of data/information, poor land development monitoring, loss of revenues, land conflicts, loss of life and property. Hence, this study was to provide solution to these challenges through the development of a web-based system (WBS) for land and housing management. In this work, the WBS for land and housing management is developed. It was achieved through the following processes; requirement gathering, data collection, system modeling, database designs, WBS designs, system integration and development, and system evaluation. Data collection was done through three (3) different methods namely observation, interview and questionnaire. The work was designed to contain three (3) main models namely land management, housing management, and revenue management. The WBS for land and housing management was developed using two web system development methods; full-stack and API methods. The following web development tools were used; Php Hypertext preprocessor (PHP) and Hyper Text Markup Language (HTML), VS Code, Node js, Ionic React, MySQL, Google earth API, Apache server, and WAMP (Windows, Apache, MySQL and PHP) server. The developed WBS for land and housing management contained an account creation /login interface and several activity links through which several activities such as land and housing inquiry, land registration, housing registration, master plan visualization, computation of generated revenues and real-time monitoring of land development can be done. The evaluation of the performance indices of the WBS for land and housing management shows an average percentage acceptability of 74.14% and average percentage unacceptability of 16.53% for usability test, and average percentage acceptability of 73.25% and average percentage unacceptability of 16.75% for expert validation. With this WBS for land and housing management, the government of Akwa Ibom State can maintain effective land and housing management that improves service delivery, information dissemination, fraud minimization, revenues computation, real-time monitoring of land development, customer relationship, and decision-making.
