ABSTRACT
The adoption of the flat file method and manually operation by tally of records as a means of data collection, could lead to inadequate and imbalance decision processes for the Administrative and the decision making body.
The Nigeria Prison as one of the correctional Services are saddled with the responsibility of caring for both the convicted and yet to be within the correctional centers across the nation. The statistical records at which Crime is being committed and propagated, there is need to protect the society from such element by placing defaulters behind bars. Despite the expansion of numerous prisons and effort of minimizing influx into the prison, by major stakeholders, it is still congestion, with various crime charges. Decongesting this prison based on charges have remain a critical problem, such that the parameter for decongestion are sometimes tempered with, as a result of emotion. In this research hybrid model proposed comprising of Adaptive Neuro Fuzzy Inference System (ANFIS) and genetic algorithm for the optimization and predicting the decongestion especially the Awaiting Trail Prisoner (being 70 % population of inmates) as major target the decongestion problem.
