ABSTRACT
The study examines insurgency occurrences under President Muhammadu Buhari's administration of 2015 to 2023. It uses a historical approach, including qualitative content analysis, diplomatic discourse analysis, and public opinion surveys, to gain insights into the phenomenon. The study reveals the rise of the Boko Haram insurgency in Nigeria and its actions under Buhari's presidency. It also highlights how Buhari's government improved Nigeria's ties with the US, other ECOWAS nations, and other organizations. However, efforts to quell the conflict have proven futile as Boko Haram continues to carry out horrific crimes. The analysis concludes that Buhari's service in a certain type of government and atmosphere within the international system influenced the state's foreign policy. The study recommends that the Nigerian government take cooperative measures, involving neighboring countries like Chad, Cameroon, Niger, and Mali, to prevent the fight against the Boko Haram insurgency from degenerating into a pseudo-war. Addressing the problem of sabotage and breaking down financial conduits for the insurgent group Boko Haram is crucial in the battle against insurgent organizations, as stopping their financial sources will limit their capabilities and make it more difficult for them to launch or carry out operations.
