Summary of Reviewed Literature
The literature reviewed for this study was on three theoretical frameworks and other previous research studies that are related to the present study. In assessing the level of implementation of Nigerian government policy on school related factors, contributions from various scholars on the state of public secondary schools in Nigeria, issue of class size, teacher-student ratio in Nigerian public schools, school infrastructure and facilities, adequacy of school facilities in Nigerian public schools and school environment of Nigerian public schools were reviewed.
According to the sources reviewed, most of the public secondary schools in Nigeria lack the basic requirements in terms of minimum policy standard enshrined in the National Policy on Education (NPE) for effective learning (Ajayi, 2001; NCES, 2000; UNESCO, 2008). Some authors had it that poor implementation of government policy on education is a contributory factor for class room congestion, poor state of the public secondary schools, high teacher-student ratio; poor and inadequate infrastructure and facilities and poor school environment predominant in many Nigerian public secondary schools (UNESCO, 2008; Ojoawo, 2003; Muraina&Kamilu, 2014).
Thus, from the review of related literature, there is paucity of literature on the level of implementation of government policy on school related factors of public secondary schools in Nigeria. Empirical studies and research findings on what the Nigerian educational policy standard is and policy implementation level is relatively scanty. However, previous studies have alot of limitations; most of the studies done in the past focused on school related factors and academic performance. Hence, this work intends to fill this gap by assessing the level of implementation of these standards in public secondary schools in Ika South Local Government Area of Delta State.
