ANALYSIS OF CAPACITY AND LEVEL OF SERVICE FOR URBAN ARTERIAL ROAD UNDER MIXED TRAFFIC CONDITIONS

ABSTRACT

The aim of this project is to analyze the capacity and level of service for urban arterial road under mixed traffic conditions with a view to propose traffic improvement measures. Based on the activities around the study road, migration of people into the city and increase in the population of people, this route is prone to traffic congestion. Oba Adesida road Akure was selected as case study. Field traffic characteristics such as traffic volume, peak hour volume and peak hour factor was determined through the combination of video-graphic technology, manual techniques and British Standard Method. The capacity of the road based on speed flow behavior under mixed traffic conditions was evaluated using descriptive statistics. The peak hour was between 7:30 am and 8:30 am, then 4:30 pm and 5:30 pm. Evaluation of the Volume/Capacity Ratio and analysis of the level of service of the roadway was done using Theoretical Maximum Capacity (TMC) Procedures and the Technical Standard Method (TSM). The results show that the study road has traffic volume between 1080–4648pcu./hr. and 13908 – 25788pcu./day. Also the peak hour volume (PHV) of 4111pcu and 3894pcu were determined for morning and evening during peak hours respectively. The Peak Hour Factor (PHF) was determined to be 0.9797. The study road has LOS ranges from C to F by Theoretical Maximum Capacity (TMC) method during peak periods. But has LOS-F all through when Technical Standard Method (TSM) was used indicating poor performances at Old Garage opposite Akure City Hall where there is cross intersection. One of the reasons for this was identified to be enormous commercial activities which were around this road on both directions.
