ABSTRACT

The study was designed to examine an assessment of the federal character principle on national integration in Nigeria. The objectives of the study include the following: To identify the efficiency and effectiveness of the federal character principle in the recruitment of personnel into the University of Benin. lastly to examine the extent to which the federal character principle jeopardizing merit in the recruitment of personnel in the University of Benin. To identify the probable problems in the application of the federal character principle in the recruitment exercise of the University of Benin lastly To examine the overall implications of federal character principle on recruitment exercise at the University of Benin. The study adopted survey research design.

 The study adopted survey research design. The population of study of this research is made up of staffs of the University of Benin, Edo state. The sample size of this study is 100 respondents drawn from population. The population of the study consists of the 8200 academic and non academic staff of the University of Benin. The instrument used for the collection of data was the questionnaire which was administered to the study sampled respondents. Out of the 100 questionnaires distributed, 90 copies were retrieved. The data collected was analyzed using simple percentage and chi square analytical method to test the hypotheses generated for the study.

In conclusion we can agree that recruitment exercise in the University of Benin is based on Federal character principle. The federal character principle is not efficient and effective enough in the recruitment of personnel into the University of Benin. Also, the application of federal character principle does not jeopardize merit in the recruitment exercise at the University of Benin. There are probable problems in the application of federal character principle on recruitment process in the University of Benin, the following recommendations are made in order to enhance the general effectiveness of the application of federal character principle in the appointment and promotion in the University of Benin.The Application of Merit system or meritocracy should become the Linchpin in the recruitment of personnel into the University of Benin in order not to endanger standards and professionalism.The need to strike a balance between the application of federal character principle and the Merit principle in order to enhance the efficiency and effectiveness of the service, and for equity, unity and fair play to prevail in the country.The problem of politicl selfish manipulation of the principle of the federal character for personal or sectional gain should be checked, defaulters punish and prosecuted.
