ABSTRACT

This project assessed the constraints of effective personnel performance in Edo State Public Service. The following objectives were used for this study; to identify and understand the constraints hindering effective personnel performance evaluation in Edo State Public Service, to analyze the impact of these constraints on the effectiveness of personnel performance evaluation, and how they affect the overall productivity and efficiency of the public service, to compare the current performance evaluation practices in the Edo State Public Service with best practices in similar public service institutions, locally and globally, and to propose evidence-based strategies to overcome the identified constraints. The researcher used a descriptive survey design which includes Questionnaires and interviews.

            The finding of this research shows that the majority of respondents agreed that non-professionalism in the decision-making process has a great impact on employee performance; This research also showed that the government is one of the major problems of personnel performance in Edo State public service, and the research study shows that political interference has taken over promotions and appointments thereby placing workers who are not competent in heading a department or an Organization, implying that workers would find it difficult to administer their duties properly and productivity would be low; It recommended that there should be provision for adequate training for workers that will bring professionalism in decision-making for effective personnel performance in Edo State public service; Government should put the affairs of its employees first because, without them, work will not be productive.
