ABSTRACT
The Federal character principle is a principle initiated during a session of the drafting Committee Constitution (CDC) on the 18th October 1975 address by General Murtala Mohammed which initiated the bid to bring about adequate representation of all groups in Nigeria in such a way that there is no predominance of any group in the country. This principle is basically contained in chapter two of the constitution. However, other sections of the constitution as well as other laws contains laws that insists on the enforcement of the Federal Character principle. Also, a commission to be known as the federal character commission was created or established by the Federal character commission Act to monitor and enforce compliance with the Federal Character principle.
This project attempts to analyse the compliance of the federal character principle in different sections of the country as well as do an exposition on the extend in which the principle has be complied with while considering some vehicles of enforcement such as federal character commissions, the Federal character commission Act as well as the guidelines for enforcement provided under the Federal Character commission Act.
This work recognizes that Nigeria is a heterogenous state and the need to recognize every section or group with their different interests based on religion, ethnicity and other groupings. In the development of the Nation, there is need to create a sense of belonging among these groups. This is the overall intention of the federal character principle. This is because when every group is represented in the activities of the nation, it creates a sense of belonging to the nation and fosters spirit of nationhood which promotes peace and unity which is the overall intention of the Nigeria constitution laws, government in the interest of the society at large.
