ABSTRACT
This study undertook an Appraisal of the Effectiveness of Land Use Charge Administration in Benin City. The aim of this study was to assess the effectiveness of Land Use Charge administration in Benin City, while the study objectives were to; assess the level of awareness of property owners on the Land Use Charge in the study area, identify the means of collection of the Land Use Charge in the study area, assess the level of compliance in the payment of Land Use Charge in the study area, and to determine the effectiveness of Land Use Charge administration in Benin City. The study utilised structured interview questions to elicit information from five (5) EDOGIS (Edo State Geographic Information Service) staff on the effectiveness of land Use Charge in Benin City, the level of awareness of property owners on the Land Use Charge, its means of collection, level of compliance in its payment by property owners. The findings in the study showed that there is awareness on Land Use Charge in Benin City, with EDOGIS having a publicity unit that is saddled with the responsibility of creating awareness and ensuring public enlightenment on Land Use Charge in Benin City. It also revealed that the Land Use Charge in Benin City is not payable by cash, but to a list of designated banks on the reverse side of the demand notice. In addition the study also revealed that the level of compliance in the payment of Land Use Charge in Benin City is low. Lastly, the study revealed that Land Use Charge administration in Benin City has not been effective due to certain challenges/limitations which include; lack of man power and political will, arbitrary calculation of charges payable, as well as the age of the building which in some cases the landlords do not reside in them. The study concluded that in spite of the expectations generated by the enactment of the Land Use Act, considerable gaps exist between expectations and achievement; hence the need for further research.
