ABSTRACT

The Nigeria film industry, also known as Nollywood has been internationally recognized for its creative activities. This expansive creative activity is perhaps best symbolized in the recent phenomenal growth of its movie industry, which produces an estimated 1,000 low cost movies annually. At present, the industry is ranked alongside America’s Hollywood and India’s Bollywood, and within Nigeria, the ability of the sector to contribute to the eradication or at least, minimization of poverty and unemployment by providing a livelihood for more participants in the production and distribution aspects of the industry has been lauded.

Despite the wide scope and the socio economic benefits associated with the fast growing industry, there appears to be inadequate regulatory framework to maximize the creativity or sustain the development of the Film Industry in Nigeria. This lack of legal framework has over the years encouraged the challenges in the film industry.

This study seeks to analyze the existing challenges inherent in the film industry in line with the legal framework which while being sluggish in its progression, is nonetheless progressive. In this study, our slow legal framework will be juxtaposed with that of other jurisdiction, which employ more adequate frameworks and will also expose other researchers on the need for a reform of the legal and regulatory framework of the film industry on the need to cater for the challenges prevalent in the industry.
