ABSTRACT
The aim of this study is to evaluate public private partnership in the improvement of service delivery in Nigerian Construction(Road/Building).A descriptive cross-sectional study design was carried out among Engineers, Architects, Surveyors and other professions in various companies and institutions. Data was collected using a self-administered questionnaire. The data was analyzed with IBM SPSS version 22 and quantitative variables were expressed as frequencies, percentages, mean and standard deviation.
From the 130 respondents interviewed, 45(35%) of the respondent were Engineers, 15(12%) are Contractors, 11(8%) are Architects, 9(7%) are Quantity Surveyors, and the remaining occupation 50(38%) were consultant & others. As pertaining the general challenges faced by PPP in Nigeria, Government interference 50(38.5%) respondents strongly agreed, Public complaints 39(30%) respondents strongly agreed, Numerous regulations involved, 48(37%) respondents strongly agreed, Long tendering process 38(29.2%) respondents agreed, Only relevant for large projects 35(26.9%) respondents strongly agreed, Concerning the factors that hinders PPP, Market and revenue 47(36.1%) respondents were extremely satisfied, Operating risks 40(30.8%) respondents were Very satisfied, Financial risks 38(29.2%) respondents were very satisfied, For Political risks 46(35.4%) respondents were extremely satisfied, . For Legal risks 29(22.3%) respondents were extremely satisfied, Environmental risk25(19.2%) respondents where Extremely satisfied. Factors that encourage PPP in Nigeria, Public consultation 34(26.2%) respondents were somewhat satisfied, Appropriate risk allocation, 29(22.3%) respondents where Extremely satisfied, Skilled and efficient parties 51(39.2%) respondents were Extremely satisfied, Competitive procurement processes 39(30%) respondents were Very satisfied, Well-prepared contract document 41(31.5%) respondents were Extremely satisfied.
