ABSTRACT

This study reviews the legal and institutional frameworks for waste management techniques in Delta State, Nigeria. The problem of solid waste management is a major concern in the country. Waste is indiscriminately disposed such that solid waste dumps dot the urban landscape. The operation of the waste management authorities is inefficient and ineffective as evidenced by mounds of decomposing rubbish that is a part of the regular landscape of many of the urban areas. This research adopts the doctrinal methodology. As such, primary sources of material were used. Findings reveal that the trajectory of environmental regulation in Nigeria began slowly and later became reactive. Today, Nigeria’s environmental regulations are gradually becoming firmer, with institutions being put in place for environmental management and monitoring. But this progression does not suffice when natural resources, such as groundwater in Delta State, suffer severe environmental degradation. It is therefore recommended that the Ministry of Environment and the Delta State Environmental Protection Agency should strengthen their training programme for the managerial staff and inspectorate/monitoring staff. This would enhance effective monitoring and control of waste from collection to disposal. The research concludes that improved funding of the Ministry of Environment and the Delta State Environmental Protection Agency responsible for domestic waste management would go a long way at assisting them to procure better and more equipment for domestic waste collection and disposal.
